With regard to the publication of the EEA information that will be published after the EEA agreement comes into force, I have the honour of summarising the agreement we have reached as follows. The governments of EFTA countries share the view that broader economic cooperation must go hand in hand with progress in the social dimension of integration, which must be achieved in full cooperation with social partners. The EFTA countries want to actively contribute to the development of the social dimension of the European Economic Area. They therefore welcome the strengthening of social cooperation with the Community and its Member States, established as part of this agreement. Recognising the importance of ensuring the fundamental social rights of workers throughout the EEA, these governments support the fundamental principles and rights set out in the Charter of Fundamental Social Rights of Workers of 9 December 1989, recalling the principle of subsidiarity set out in it. They note that the implementation of these rights must take due account of the diversity of national practices, particularly with regard to the role of social partners and collective agreements. – the bilateral agreements on rail and rail transport between the European Economic Community and Austria, as well as between the European Economic Community and Switzerland, will develop, on the basis of the relevant provisions of Regulation (EEC) No. 2048/89 of the Council establishing general rules for controls in the wine sector, a system of mutual assistance between the authorities responsible for compliance with EU and national rules in the wine sector. The terms of this mutual assistance are agreed before the agreement enters into force.

Pending the establishment of such a system, priority is given to the relevant provisions of the bilateral agreements concluded between the Community and Switzerland as well as the Community and Austria in terms of cooperation and control in the wine sector; 2. Loans for direct or indirect financing of an EC Member State or EFTA State or its regional or local authorities cannot be granted or placed in other EC or EFTA Member States unless the States concerned have reached an agreement on this matter. 2. The terms of such participation are agreed between the parties and the requesting state. This agreement is submitted to all contracting parties for ratification or approval in accordance with their own procedures.
